Depending on h/w, that boot time might not be unreasonable. It jumps back and forth from working excellently to freezing every 5 seconds.heres the new voltages: http://img532.imageshack.us/i/newvoltage.jpg/By the way safe mode boots faster than normal xp. Does it need to be done?
